Mill Creek, Washington is a fast-growing community in the Puget Sound area that saw a need to develop a strategic plan articulating the community’s vision for the city while simultaneously addressing very real fiscal issues related to service provisions, possible annexations, and the effects of the economic downturn. The Strategic Plan utilized a combination of city council retreats and detailed financial analysis to arrive at a consensus on the community vision coupled with an implementation plan that allows the city to be nimble and responsive to rapidly changing economic circumstances.
