West Linn Waterfront Vision Plan Wins Good Governance Award

On April 24, 2026, the City of West Linn won a Good Governance Award from the League of Oregon Cities for its Waterfront Vision Plan. The plan was developed in partnership with the City by a team led by Toole Design with support from Leland Consulting Group and Walker Macy. The plan sets the stage for future development along the Willamette River, with a goal of better connecting the community with the riverfront and Willamette Falls while celebrating the area’s industrial and indigenous heritage. The Vision Plan built on past planning efforts and extensive community engagement and was adopted unanimously by the West Linn City Council in November 2025.

As part of this project, Leland conducted an in-depth market analysis for the waterfront, identifying residential and commercial typologies that would support the community’s goals of activating the site in a way that respects and responds to the area’s heritage. Leland also led the efforts to develop implementation recommendations for organizational partnerships, public infrastructure investment, and utilization of public and private funds to bring the vision to reality.

We are thrilled that the League of Oregon Cities recognized West Linn for this historic plan and are excited to watch this area transform into a hub for culture and recreation.
