Dave Leland chaired a week-long Urban Land Institute (ULI) Advisory Services Panel for the City of Stockton, California. The panel, held earlier this year, was the second Stockton panel for Dave, who served on an earlier ULI panel in 1997, and thereby provided continuity from past efforts. The panel structured its approach with a focus on strategies, recommendations, and actions the City could take in order to address the formidable challenges it is facing as a result of Stockton’s declaration of bankruptcy.
