Port Angeles Adopted its “Vision 2045” Comprehensive Plan

The City of Port Angeles recently adopted its “Vision 2045” Comprehensive Plan Update to guide land use, housing, economic development, parks and recreation, environmental policy, infrastructure and transportation systems through 2045. Leland was a subconsultant on the planning team led by Seattle-based MAKERS Architecture and Urban Design.
Leland conducted a housing needs assessment, including analyses of racially disparate impacts in housing and potential barriers to housing production, as required by new Washington regulations for the periodic comprehensive plan updates. Stakeholder interviews helped detail the context of housing development in Port Angeles, defining key barriers and needs. Our team also completed a land capacity analysis that informed zoning changes to allow for more housing opportunities and promote mixed-use development. In a state experiencing a significant housing crisis, it’s critical to analyze cities’ land capacity and adjust planning regulations and policies to address housing gaps across different income levels.
Leland also guided the Economic Development element, helping to craft policy that will position Port Angeles to diversify its economy, moving away from reliance on its timber economy as natural resource industries shift over time.
Our team included Andrew Oliver and Daria Pugacheva, who brought expertise in housing policy, land capacity analysis, and economic development.

The plan was adopted by the City Council on December 16, 2025.
